i did set for myself a speed limit of 150m/s (540km/h) for large grid and 200m/s (720km/h) for small grid and so far i was able to build vehicles that could reach the speed limit, though not neccessary for a longer duration due to heat buildup.
yep that includes rovers.
Note that if you up the max speed in your save the drag scaling will be less severe, I would expect you can make an F1 style car reach 400 kmh.
there shouldnt be any wind in space if all is working as intended.
no atmosphere = nothing that can be used to make wind by planetary rotation
if you got wind in space its usually due to file corruption or a mod conflict.
