A worker at a sewage outflow station on the outskirts of town reported several gunmen harassing the workers. Characteristics of said gunmen match typical insurgent hallmarks - turbins and all.

Neutralise the enemy element and secure the area. Mind the civvies.

Apparently the reason for the insurgent presence was to use the AO as weapon cache.

Tensions started to flare when the insurgents started to keep more and more weapons onsite, as well as inside of the literal sewer pipes. Employees started to make a fuss, so a bunch of grunts came marching down to bargain with (read: threaten) them. Guess the caller finally got fed up and decided to give us a call.

What's worrying is that these guys went completely undetected until now, even though they've been here for a couple weeks. Hopefully this lapse in intel is a one-off and not a trend of the insurgency going further underground.
