I'm not sure about the civilian pops; I can look into that if that's what you're talking about.
If you want one of the late game uniforms from the SoI DLC, you'll need to pick one of the regular choices or the generic option.
The one exception is that subjects of westernized nations are allowed to start westernizing at any time (i.e., they can bypass the interest group clout checks), but the AI is programmed to not actually do this unless if they enough progressive clout anyways or if it's sufficiently late enough in the game (1900 or beyond) to avoid having the AI start westernization but then stall forever (which would be almost no different than them not trying to westernize to begin with).
