Why the type is not Residential?

The problem is "low land value" again and again

I love this buiilding - Simcity 2000 was my intro to city builders. But whenever I place this, even in my wealthiest densest neighbourhoods, it says low land value and everyone soon moves out. I can't actually make use of it :(
