I'm currently working outside of Cities Skylines (although still modelling stuff), I don't really plan to make any more large monument for it as they take a lot of time and resources.
To answer the second question, I use Blender and Photoshop to make my assets.

Napoleon is buried at the Les Invalides, a different building with a big dome :)
Some that are interred at the Panthéon are:
Voltaire, Jean-Jacques Rousseau, Victor Hugo, Jean Baptiste Perrin, Louis Braille, Antoine de Saint-Exupéry, Jean Monnet, Marie and Pierre Curie and Émile Zola, to name a few.

Bonjour, vos bâtiments sont vraiment très bien rendus mais malheureusement ils manquent cruellement de lumière la nuit ; vous est il possible de les mettre à jour (Opéra garnier, Pantheon etc) en ajoutant des spots de lumières comme c'est le cas pour les merveilles architecturales de nos jours s'il vous plait ?Merci

Technically it shouldn't really matter. I use my stuff around ALL the time and it works just fine. Most people actually remove the parking from this building with Prop It Up heh.

I cannot remember, to be honest. I noticed strange parking but didn't immediately link it to the pantheon. I will avoid using move it on it to see if it stops. I really love the model, though, and use it in every city.

Did you use moveIt? cause it sounds like it can be a moveIt glitch. Originally every prop and parking indicators are inside the ground template so it shouldn't happen.

Love it. One problem though. Cars randomly park around in outside its supposed boundaries, as if it was originally designed with a larger car park and the cars still think that car park is there. They end up literally in the middle of the road if you put a road around it. Is there a way to fix that glitch?

@dobartka Palais Garnier is on the TO-DO list :) It will just take some time before I make it, because I need to gather good pictures of it and turn them into decent textures.

Awesome. It's similar to the Madison, WI capitol building, which I would love to see an asset for (since it's square, rather than rectangular like the US capitol asset)

@Zivouine Bah ouais! J'ai une liste complète de monuments de Paris et d'autres villes que je prévois de faire. En ce moment je travaille sur Fontaine des Fleuves/Mers de Place de la Concorde. Et plus tard? Je verrai ce que je pourrais faire :)
