They can, its just much more efficient to make larger, heavier vehicles with legs or wheels of some description. The heavier the vehicle the more energy needed to hold it up with repulsorlifts or other forms of antigravity technology. So while efficient and useful on smaller vehicles or ships where theres enough room for bigger reactors larger land vehicles need to use wheels, or preferably legs as legs have an easier time on extreme terrain.
