In case this helps anyone:

The tiles already set in place may be toggled as locked. This was causing me to be unable to move them. Right click a tile, click Toggle, then click Lock (to uncheck it from being Locked).
Now you can place that tile into the bag/shuffle them.

Unfortunately, the room tiles are unable to be rotated or picked up--only the two face down room tiles to the side.

Is there a non-minimilistic version?
