Because it's not rocket science to grab three bones at the same time to ensure they move together correctly. The rig isn't bad, it's the fact that his right arm is a cannon and not an arm. It still has to use bones though, so the FK bones are still switched to IK bones. You can't have both at the same time soooo
Just grab the cannon hand if you want to move the pelvis, so they'll move together. end of story.
