The cliff texture has some limitations regarding it's clarity on close-up to prevent repition in other zoom-levels and achieving a realistic look.
Raise roads might be caused by mods either installed by yourself or the map's creator.
I'm getting the same problem as Indemik, the cliff texture isn't loading for me (also, my sand texture is gravel).
I have followed the install instructions and have restarted the game/steam/my system several times.

Please check if you followed the Installation Instructions for this Theme.
If you did, try restarting your game, potentially even restarting Steam - wait until all downoads and updates finished.
You can apply this modification to your existing savegames in the same way you would apply it to a new savegame.

That issue with the network extension never happened before so I supposed it was theme's fault.
