Idk why it doesnt work, gonna have to switch to a new file host at some point.
Something probably went wrong on the games side, try going into options and disabling Mod Caching and load the mod again
Make sure you are using the most up to date version of TTS. Verify the integrity of your game cache. Update your video drivers if you have not done so in a while. Restart Steam and try loading TTS again. Very basic steps.
That's assuming you bought the game -- A new patch made it harder for cracked copies to work in certain areas. It is really not more complicated than that.

I personally use two hands for each player, the main one for military cards and the second one for civil cards, in that way the visibility of the cards is mutch better and you can count them easly for the military and civil hand limits.
I will like to say again now after i played several times the mod is REALLY well done, again thank you very mutch Nightcrouser
The decks are fine, to play a lesser then 4 players game remove the cards list here [boardgamegeek.com]
I know is a huge work, but there is any chance you can double check the decks?
