Did you try deleting the Modcache first? Sometimes, subscribing to a mod doesn't refresh the cache list, so the mod doesn't show up. If it still doesn't work, download the mod from Steamworkshopdownloader and unzip the whole content into a new folder in the Mods Folder.
As for E&D support, I plan to give my mods support for that, but I don't have any good ideas for that right now. And there's the fact that I'd rather move on to make other Civs fro now. But any ideas will be appreciated!
The Dragon Ball Z Civ I'm going to make is going to have a lot of unique features, so it needs plenty of customized and preset Lua files, unit and improvement models (as some features are similar to Vice Virtuoso's civs, I want to ask him for permission to incorporate them until I can code the Lua files on my own). But there are still so many things that I haven't completed yet, so any help is highly appreciated.

The newer version of the Unique Diplomacy is slightly different from the v.2 version.
Anyways, Spongebob is doing fine right now, I just need to finish up writing up the diplomacy lines and like. It's not easy when you're a university student.
And for making a Civ, Lua isn't always needed for making Civs, (I don't even know about Lua well, either!) it depends on what you're trying to do with your Civ.
So, basically, all you need is to change the reference of the Diplomacy files in the Modinfo to the new version? I'll try and check up the diplomacy problem later, though.
Btw, how's your progress of your next Spongebob Squarepants Civ? Do you still need some ideas? I'm currently also making a civilization, but for now, I have no clue about coding Lua files...
I think I've solved the problem. The main problem is that I didn't reference the v3 version of the Unique Diplomacy. I used the v2 one instead.

You don't have to give me all of the mods you have, I just need the ones you're using this one with. I'll make a discussion thread about this problem, so if you have lots of mods you're using with this one, you can post it there.

What mods are you using my mods with, other than the Community Patch or Really Advanced Setup?
There isn't any additional mods to make the unique diplomacy work. It's possible that the Community Patch could affected this, since some lines won't appear and get replaced by new ones.
They should only work with BNW, due to the different cultural gameplay with generating Tourism. I also tried subscribing to the Steam mods before, but now it's quite unreliable. Try deleting the Civ5ModsDatabase.db and if it doesn't work, put the Link of the Mod into the steamworkshopdownloader website, download it from there and extract the Folders from the civ5mod with 7zip. Hopefully, it helps!

I can't seem to load any unique dialogues with any Spongebob civ, but it also happens with Typhlomence's Bowser civ. Do I have to download an additional mod to make it work? I'm having Community Patch, if it has something to do with it.

I thought of that too, but I decided on the Greco-Roman style since it fits with Squidward's "artsy" nature.
