This appears to cause problems with the Learning focuses and the Family focus with the newest DLC and I quite like the changes this mod made.
But in a slighly more serious light, studying religion doesn't neccisarily make one a good person with virtues... after all just look at the catholic church when protestantism was starting up
Just delete the line of code in theology under allow=

The blocks for theology are: Cynical, and Decadent

Scholarship and education was vastly more redily available to eastern europe do to being the 'continuation' of the Roman Empire, which is why Paradox gives them a large tech advantage in every start of the game.
I consider your interpritation of "Decadent" to have a greater bearing to the word "Cynical" which will lock you out of only the Theology focus and nothing else.
I'll upload something above later today to offer an alternative so I won't keep having to have these same discussions over and over again.
As for the no theology and scholarship for tribes and nomads... WTH!! Yeah, they were primarily warchiefs but many pagan tribes' religions focused on war the Norse as the largest example. It was not uncommon for chiefs to educate themselves on the legends of their gods. As for the scholarship they had many loremasters who build the sagas of their people and they did study the natural world, nomads and Norse especially. They relied on constalations for navigation, in fact some of the greatest astrological breakthroughs came from the vikings.
Finally there's the whole decadence issue, if you were a deccadent Muslim you didn't just sit around drinking and whoring as you seem to think. In many cases "decadent" muslims were just muslims who overindulged or didn't follow the Quran as well as they should.
Lots of modern day things were ripped right from the gauls and norse mang.
But we all know if you turn on HBO youll see that those filthy tribals were more like animals than people.
I don't think tribals were retarded, I just doubt that they were scolars that were ever capable of building an observatory... they prefered warfare, raiding and conquest.
And I did a few things with tribals and nomads but if you're refering to the Scolarship thing then its under the scolarship focus in the mod.
They werent dude, they just didnt live in castles.

There is nothing about Tribes and Nomads that would preclude their leaders from being scholars.
Why did you choose to do this?
Also, Decadent characters should still be able to pick at least the intrigue focus.
I can easily understand them being barred from Theology, maybe Family, and even Stewardship; but all the others fit within Decadence. Especially business (greedy).

Any mod that makes changes with that file should be compatable with mine though.

Yes, sorry. I thought the latest patch was a beta patch. 2.4.3 should have fixed that problem you were refering to. It works fine when I was playing it, can't imagine that its on my end. My mod doesn't effect that stuff.
