When i do snd_restart it does nothing and i also tried restarting the game it just cuts all zombie noises, do you know how i fix this?

No, snd_restart isn't considered a cheat.
The only way you disable achievements is by enabling sv_cheats, so you're safe as long as the command doesn't require sv_cheats to be at 1.

You should change the distance you can hear it. Or add a mod so they only make the sounds on attack. I could hear them really far away and when there's more than one it sounds really weird.

I have restarted the game ove and over aswell as snd_restart on countless occasions. But it's really not a big problem. I think I should forget about it and not cause you any trouble.
