The problem I ve got is that on long term the pop is starting to leave which decreases crime rate, kinda crazy how difficult it is to raise that damn rate, its like they absolutely don't want to be criminal :) Unfortunately there is no policy which increases crime in exchange for let's say more tourism etc :/

Same problem here!
About 52% since 3 years and nothing happens...
It seems "Achievement Enabler Mod" doesn´t work.
Any solutions?

@Matos, not sure how to help you on that, I just recently tried the Achievement Enabler and it worked for me for my "I Want It All" achievement. Try starting a new map and make roads difficult for services to get through and don't put any police and education at all. :D

Does not work for me.. crime rate was at 50%+ all the time, but i dont get the achievement.. also have the Achievement Activate Mod.. waiting for nearly 3 years now.

the crime rate for some reason stays at 26-28%, even when i do nothing. Any idea why?

Yes, delete them, make the crime rate go high (more crimes on households) and make it run for 2yrs

I tried this and it didnt work, eventually the crime rate drops on its own?
I disabled all funding to schools and police, and bulldozed all the police and education buildings
I let it run at 3 speed but the crime rate starts to lower on its own even when I do nothing

I believe getting rid of education helps too.

may need to do a little(literally) more changes than just disabling police, but still works
