Good point , i forgot about LEGO dimensions.
TF2 has 4 workers working on it , that means ONLY 4 workers are looking on the workshop.
Only 4 peoples work on TF2.
And thanks to the community crates , only 14 items from the wrokshop get in the game each Major Update.
To be honest i would see this as a normal item , not a halloween one.
It could be possible for this to get in , since you have the Golden Star.
Some items have been accepted and they've been on for a long time too.
Valve are SLOW on CSGO and TF2 , they're all focusing on DOTA.

The item has been uploaded for nearly two years. i don't see it happening anytime soon.
Especially considering they have a partnership with valve... i mean Lego dimensions and portal...
