When you want to know where it is, open user's Documents folder/Paradox Interactive/Paradox Interactive\Europa Universalis IV/mods and chcek .mod files on text-editor.
(in case of this mod, check ugc_354529569.mod.)
In .mod file, you can check mod name, path of mod files and so on.
After open the mod folder/gfx/FX, shader file is there.
You can open it on various text-editor and edit.
Of course, you can wait update, happily, In heaven said he will update his mods soon.
in MOD's folder/gfx/FX/pdxwater.shader,
