It cannot run standalone. You need to place this mod after WOC in the load order.

Does it work on its own? That is, without the "Crown Weight" mod.

I don't know what mods you have installed, but on my end everything is working fine. I'm only using the Woc and this mod.

also I cant change my vassal's building even with the vassals gamerule

it works, but the flag tab thing that you check for graphs and stuff unique to WoC is in the wrong place. it is abit higher from the original.
