this is a mod i want in the career mode its such a missed opportunity( singles, tag, inter promotion, etc) to make a memorable story.

Unfortunately it works as a separate game mode, not part of the career or booking modes

I really dig the idea of this mod but I've never figured out how to activate it in game. Is this a random RNG thing the bookers decide or is it something you do on booking mode? (I mostly play career mode so I'm just tryna make sure)

You can't. But in booker mode you can just run the matches your own way.
