To my knowledge, no, the animations runs on a fixed single frame rate. The only way to add longer pauses would be to repeat the same frame multiple times, which in this case, would increase its filesize further.

The VTF file is comprised of several frames, to be expected. To get it to animate properly, you need to add the following to your VMT file:

Proxies
{
AnimatedTexture
{
animatedtexturevar $basetexture
animatedtextureframenumvar $frame
animatedtextureframerate 15
}
}

You can adjust animatedtextureframerate to any other number, 15 worked for mine.

I dont think the resolution will make much difference unfortunately. It will still look a blurry regardless, mainly because the base texture for the loading screen is only 1024x1024.

If I recall correctly (it's been ages since I last looked at it) it uses the same resolution as the default ones. The main issue is, if you use a widescreen aspect ratio, it uses the 4:3 one, but stretches it, as I didn't have enough filesize space to make a separate one.

its cool though frames drop when I load up maps 'cause of high quality add-ons loading in such as well made weapons and partical and lighting effects I'd do it but for me not too much point in loading screens otherwise I'll still thumb it
