Combine soldier are humans that were brain washed and was enhanced by the engineerign most of there body parts are replaced with robotic organs on the other hand metrocops were not engineered but only brain washed.

the combine are aliens not rebels if look at the nova prospekt his eyes are all white and his skin is pale look up the lore on the wiki
