@jimtduffy The problem that you see Vanilla citizens in your city is, that you dont have 1950s tourist citzens or the creator of these citzens only used not all templates. Its necessary that all templates get one new citzen. In total there are 36 citzens and 26 tourists. So 62 characters need to be replaced. Unfortunately I dont make any 50´s looking citzens.

Is there any way to get rid of the awful baseline cims? I make cities set in the 1920s to 1950s. I use cim packs of 1950s cims, but those annoying base cims are everywhere, It is annoying when the buildings cars, downloaded cims, trains, buses etc are all for the period, but you have awful 21st century cims in 21st century clothes appearing alongside the racially diverse 1950s cims. We have mods that can let us pick which vehicles appear in the game. I wish we had the same option in a mod for cims. (I know there is a mod that purports to eventually replace them with the 1950s cims, but it doesn't get rid of them all.)
