If the mounted gun is parented to a moving object (a train for example) it will not move with the parent object (Found this bug in with my Black Mesa Fallouts campaign)

Thats normal, The 50cal cooldown is longer.

It seems that when a gun gets replaced by a 50cal (Browning M2/Heavy Machine Gun) it gets overheated and then never goes back to normal, rendering it useless
