I would suggest a few things:
1. Base the model bones off of The Female Police pack, because if you don't do the bones well, certain joint movements can look really weird. I think it would get higher ratings for it.
2.Swimwear for both genders. There were some styles that I wouldn't want populating the Workshop (or anywhere), but era had some very family friendly and classy swimwear too. I think it is totally possible to make female citizens with swimwear that is presentable and not have to turn them into pin-up models.
3. Have bodygroups, especially for hairstyles. Having some vintage hairstyles for both genders would be a great addition!
Also, if you are feeling really generous, make some female military, nurse, and doctor models for this time period. We certainly could use some models for that.
Lastly, try to assign specific materials to specific bodygroups for the models. People often kitbash models, like take a hat from a pm, and combine it with a totally different model. Just makes it easier to make cool pacs from multiple pms.
