Hey so I recently added this to my server in order to fix an issue with clients getting download-capped to 64kbps on the current map's BSP, and I found the issue persists after clearing out my temp/4000 directory to simulate a brand-new client.

This is a bit better for what it is. Its a bit smarter

Wow, they're literally 1:1 the same pretty much. When I was writing this I was thinking that someone has surely done this before. Oh well :D
