The best advice I can offer is to disable other addons to see if one of them is the cause of the error. Other than that, there isn't much I can do to help.
I haven't tested this with any other version of TFA-VOX so I don't know.

Yes, TF2 has to be installed for the voice lines to work properly.
If you're having problems with the pack I suggest using one of the enhanced playermodel selector addons to force the VOX pack.
