I can confirm that this mod works. I use it for my mithradatic wars campaign. Water mods like orbis first, then terrain mod from orbis terrarum, then blank borders and after that aquaducts for DEI, and after that I put this mod. All the rest of my installed mods come after this. Hope this sort out some load orders for others.
