Many of the buildings are unique buildings with RICO stats (including this one) that need to be plopped since they can't grow. I think you can use "Building Themes" mod and create a custom district theme for growable buildings. I'm not too familiar with how it works - I plop everything by hand. I haven't used zoning for many years, I forget how it all works.
