No matter how many independent districts there are, the mod only calculates the demand within 'each independent district' separately. Therefore, the demand in the independent district must be different from the 'global' demand at the bottom bar.
In fact, this is just a matter of statistical sampling.
For example, the population in the 'AAA independent district demand' is for only 1,000 people. But the 'global' demand is for a population of 100,000 people. Therefore, the ‘demand ratio’ between them must be different.
I have a question. I started a new map and I only have one district. I see a large disparity between the mod's demand meter for the single district and the one that's included in the game.
Is this expected behavior?

Unfortunately, this did not help. My game language is German. The localfolder has 7 language files, but German is not one of them. Maybe the mod just takes the default language and changes the game language as well.
That's because after each time you into the in-game, and you need to do once to use mouse to right click close the icon, then open the icon again, it will refresh to match the district. 😉

I have found out that It's becuase old translation framework made incompatible, and I will update late to the new translation framework from algernon when I finished move to. It should not make the same problem again.

It's "2: make different districts demand different RCI amounts."
For example, you got 3 districts named AA, BB, CC, then
the RCI of AA maybe like R need 20, C need 40, I/O need 100.
the RCI of BB maybe like R need 50, C need 10, I/O need 30.
the RCI of CC maybe like R need 200, C need 5, I/O need 70.
and so on.
Each districts got different districts demand different RCI amounts, and mod will tell you these demand when you clicked this district.
It look like is missing language files .xml form "Locale" folder, and maybe the download caused missing. Or Recently, the problem of Steam's inability to automatically refresh information is caused.

Yes, english not my nature language and you got right understanding means that my interpretation of the mod is correct. It's doing just that, different districts only collect their own data and don't communicate and share with other districts. "District RCI 2" and "District Stats 2" both do like that only collect their own data and don't communicate and share with other districts. And if they share or plus them together, doesn't it become the "global demand" at the bottom of the middle? In this way, mods have no meaning to exist, the meaning of mods is to let them do "only collect their own data that their own related information which only in their inside." :)

Ok, they are two different mods. "District RCI 2" is let you know what Demand needs for per different district, you only can know 'Residential, Commercial, Industrial and Office' demand in per different district. And "District Stats 2" is a mod for know details of the entire per different district.
Bruh you must be messing with me its just named District Stats instead of RCI.

There is a 'Global Demand' on bar of bottom and it collect the whole game(81 titles) data, and this mod "District RCI 2" -----> Only Collect Data in Each 'Current District'.
So, that's means you created a District named 'AACC' in 79th tile, and mod only collect data in this 'AACC' district which inside 79th tile.
And you said that services and vehicles behaviors, it's "Enhanced District Services" mod did work.
And "District RCI 2" mod Only Collect Data in Each 'Current District'.

Yep, this is why "District RCI 2" shows you, in your this District, it got high commercial demand.
The example I just gave is that if you do it the other way around and there are many commercial in an 'Current District', you will not see commercial demand.
most of my districts have very few commercial buildings (one district has 100+ residental homes and only 1 commercial building)
