I try to create everything as a high poly in Blender, but in this case I also did some small details with heightmaps, if I couldn't get the model to be clean enough otherwise in those areas (which is why I didn't show the actual high poly).
I made and imported all of that in Substance Painter, and luckily you can easily get normals/AO etc. from your high poly in Substance Painter.
