Better Hair Triggers

I like the idea of this, but want to apply the change to repeaters instead of hair triggers (for one, the TLP rifle has a repeater & specialists love overwatch). Would you be willing to make the variant mod or tell me how to do so?

@Morgan_Yu I get that, but Scopes already increase hit chance so it'd feel redundant, and I personally don't wanna deal with the graze mechanics. Increasing damage might be a bit too powerful, but it encourages you to play differently.

@Feezec With the way I've implemented it, I think both will take effect actually, but one's localisation will be prioritised over the other depending on the load order. I'll note it down as a potential compatibility issue.
