(1) load the map following the instructions; (2) use the Move It marque tool and select all props and decals; (3) open the Move It toolbox and select Prop Painter; and (4) change the default colour of all props and decals to white.
No matter what, this map is spectacular! A real work of art!
Yes I think subscribed to all of the collection.
and might be worth having a look as well as some of the 6 lane roads need start area have grass over them and need to use the move it mod to get rid off the grass but it doesnt get rid off the grass after its snapped to different bit so the roads are kind of out off line and not straight to get rid of the grass on 6 lane roads
I followed the directions and am enjoying all 81 tiles unlocked with everything properly rendered.

I'm very sorry, but I don't know how to solve your problem, I can see the map perfectly. The only thing that comes to mind is to deactivate 81 tile mods and use all 25 area purchasable.
And be sure to subscribe and activate the collection.
I hope that someone else who has subscribed to the map can suggest in the comments how to solve your problem.
It's clearly related to some mod conflict or missing but I don't know which one
Having the 81 tile mod seems to unlock the entire map instead of making the tiles available to purchase, and I've noticed that the roads that behave like this (laying above the ground, not zonable) are every single one outside the starting tile.
Building new roads outside this starting tile behave exactly the same, so I think it has to do with the 81 tile mod and the game thinks the tiles are not purchased.
This is so bad, because the map is fantastic and beautifully well done.
Seems like it is stuck in "editor mode" becuase when I zoom out, all tiles are unlocked. All roads are liftet and not zonable etc.
