The textures for the face are from GMod itself, so verifying integrity of your game files should fix it.

most of the Chinese soldier have a missing transparent missing texture on their face? is there some addon missing?

yeah it still spawns the NPCs as errors even after disableing every TFA Addon

well yes, but I've had TFA for awhile along with the NPC's and they worked just fine

Do you have TFA Weapon Base installed? I'd heard from people with issues similar to yours that it was the main culprit behind the problems.

All of your NPC's now spawn as Errors and get an "VJ Base is causing script errors" message when spawned even though previously they worked fine, I'm not sure if I installed something that effects the NPC's or they don't work anymore

Do you happen to have 'Always Know Enemy Location' switched on in VJ Base settings? Either that or the map has problems of its own in causing that.

And as for the pathing issues, make sure the map has AI Nodes and the tool you are using can support VJ Base SNPCs.

The AI is good but the NPC'S can see through ground, then spot the enemy. and they just stand in place doing nothing. i've tried using the patrol mod to make them walk to a certain place, spend 3 hours to make a scenario just to mess up..
