I doubt they will, because this sticker was only on the "Most popular" for like a month or something. People don't really rate or comment this sticker anymore because it's not in the most popular section right now. It's currently on the third page of "Highest rated stickers" though.
Valve may add the stickers if they will like it, but it's currently lacking attention because it's an old work. Making new ones is a more stable option.

So they won't even reconsider the sticker after it has been published and the capsules have been chosen?

There were two community capsules already and these stickers weren't added, which most likely means the won't be added, which means I have to come up with new stuff. Alas, I don't have time to create new designs and I don't really like how the previous one (Piece of Cake) came out. Maybe I'll do something on winter holidays.
