I'm working on mechanics right now, so once the game mechanics and combat are planned out, I'll see what I can do about his moveset. The thing about this was that I didn't really have moves planned for him yet cause it was still in the writing phase, so I had to wing it. If I end up changing him up a lot, I'll reupload it as a separate version with much more balance. before then, I'll do a balance patch.

If he’s from a Metroid vania why not have an upgrade gimmick where through gameplay you can get upgrades on moves

Yep. He's a character from a metroidvania I'm working on. I might fix his side b later this week if I'm feeling up to it. I've done some other nerfs as well. (Which I haven't updated yet.)

Rian is REALLY strong.
He has no hurtboxes on his attacks, fspecial covers Forest Floor (which is the largest stage in Rivals), his fireballs are really good, and he can kill early.

If you're trying to make him tournament viable, you have a lot of work to do.
If you aren't well, have fun.
