You're right, it's not. It's actually the sound of the armor lock ability thingy. The actual Gravity hammer sound affect wasn't interesting enough, I thought. If you want more bass, check out the Bass Cannons of Skyrim

Are you just asking that because you came across it in the installation section? If you do not know what SKSE is, chances are, you don't have to worry about that part.

No. It is not possible for me to do this because for everybody's game, it generates and assigns the item a different code. But you can figure it out for yourself by typing: Help "Gravity hammer" into the console, and it should give you a list uncluding the item and the ID of the item (usually to the right of the name of the item.) Then, you can type player.additem < insert ID here > and it should add the item. Use Google [lmgtfy.com] for help.

Update:
DreadnaughtVCN has a mod for working in Riften as a Guard and apparently one of his Crazies (custom NPC) took the Hammer out of its barrel and was using it as his own weapon somehow. At least I found it and Chief won't have to kill anyone over it now. :3
Just thought I should warn anyone else who also got both of these mods.
