hmm maybe check addon conflict : textures, any other tank mods or special infected script ..etc you mgiht have

So when I downloaded this model tanks instead showed up as the default model but coloured a deep blue, any idea what I might be doing wrong?

If its not an addon conflict i can't really tell what the issue is , you are the first on currently 1270 subs having a problem, if the tank is invisible its either an addon conflict or a map issue, ive recorded 3 time the demo video on local without issue. Disable anything that can changes tank behaviour, other skins, health mods ...etc
Disable every other addons , restart the game , start sacrifice map , open train and check if it work, do a step by step checkup, maybe my mod is buged but i dont see any bug report since may 2019.

all files fine, ever since I installed this sacrifice tank will not spawn, I've tried reinstalling it twice, nothing fixes this

Hm somthing is wrong with your game, makes sure the mod download is really finished OR unsub my mod + check tank addons if you have somes + verify your games files.

the tank in the train just won't spawn, I can't open the second door because it says to kill the tank but the tank never spawned, it only started when I downloaded it but I unsubbed from it and it still won't spawn

it's not conflicting at all, sacrifice tank didn't spawn after I downloaded this and after I uninstalled it still won't

It spawns only in the sacrifice map or custom maps that use it , check your confict too.
