The unique unit is unique to the civ, not the leader. Check the Philippines mod for the description.

I think that you might want to rearrange which of the benefits of the country come from the country and which come from the leader to better fit the convetions of civ, but I do think they are really soid buffs without being to ridiculously op. I am gonna have to play to see, but definitly seems like a fun civ to play as.

PS: You didnt write about a unique unit in the Description :)
