Out of curiosity what did you have to edit to make the cosmetics cross tier? I have a mod I'd like to try and add that function too without using unrestricted customization since that mod has unfortunately caused me issues in the past.

Helmet is a reward from TLP. If you don't want to clear the Legacy Ops use TLP Unlocker

The TLP helmets can only be unlocked via completing Avenger Assemble.

My experience with it suggests that it natively provides this functionality. Unrestricted Customization uses checkboxes to allow you to activate or deactivate the availability of certain tiers of customization at will, no matter what you're wearing. I've already used it with some of your other mods, but once I get it actually tested I'll report back
