In-game, the 16x scope does not appear skinned, instead it appears as default. The only skinned attachments I was able to locate were the 8x scope and the magazine.

@sampark I have noticed this, and frankly I have nothing to tell you except that Nelson must not have included it while accepting the skin. You can see I did make a texture for the 16 scope in the preview images.
