[WOTC] Core Collection Meta Mod is the fix
My log still says "Adding ConstantHighCover to AdvTurret.." for the correct type of turret, though. What the heck?
Of my installed mods, the only one I could find that affects turrets (other than their AI, I do use Advent Avenger's mods but those shouldn't conflict I think) is Iridar's [WOTC] Core Collection Meta Mod , which applies a fix to this mod. I commented out that fix but it had no effect. I also tried deleting the user config folder. No luck.
It's a shame. Unless anyone can think of other troubleshooting steps I guess I'll try Advent Avenger's bulwark mod or something.

I wonder if a mod like yellow alert or lwotc would make them start freaking out running towards you. That is kinda cool
why firaxis didn't think about this?
That happens with other cover too, like destroyed walls. Save and reload fixes it for me.
As for adding it to other enemies, it only makes them count as cover while alive AND dead, and it only adds it to enemy types listed in the config, which by default is just the turrets.
