Nerfed volume on the 20mm Point Defense / Nerfed fire rate to stop audio distortion.

Changed rotation speed of Dual 400MM from 0.0001 to 0.00015. This should allow the large turret to perform a little better while not becoming too quick.

The slower rotation speed is a balancing factor for the weapon and it keeps the devastating effects from being too overwhelming.
