Added an extra check when loading ladders to prevent errors

Added an nterval to save ladders instead of depending on shutdown

Ladders made by the tool now automatically add dismount locations. Fixed clmbing diagonal tool ladders being awkward.

ConVars are no longer duplicated and save across server restart.
