-Fixed a minor typo in the lua which could rarely cause problems for an AI Shang.

Should still work with the previous version's saves.

- Fixed a bug where your social policy cost would get reduced after the rain sacrifice bonus.

- Fixed an issue with an e&d decision no reapplying the bonus if you lost your capital
- Increased the faith bonus from sacrifices by ~20%

Should still work with v.18 saves.
