-removed the can_create_factions requirement from all nations.
Added the rule can_create_factions = no as "reward" for Germany, Soviets and England National Focus Trees as they have the rule on yes at the Start!

(for SOV it is the "SOV_finish_five_year_plan" Focus, for GER its either one of the 2 first main focus and for England it is the "limited_rearmament_focus")
