-changed the way down air's multihit works (it now sends in and has more base knockback to longer be negative when hitfalled)

-lowered the active frames on back air's weak hit (11 -> 19)
-made back air less disjointed (paddler's left [our left] arm now has a hurtbox)

-made forward air's hitboxes match the smear more closely
-increased forward air startup (12 -> 13)

-neutral special now falls for a MUCH longer time and has less air friction, its horizontal speed has been adjusted to go with this. it also now gets destroyed when it hits the ground
-fixed the offset on neutral special's projectile (this isn't really a noticeable change, but it lets it detect collision with the ground correctly in order to get destroyed)
