- by installing a failsafe, Accept Refugees should finally cancel properly
- you now cannot withdraw while conducting League of Nations operations, as it's supposed to be
- the AI will be more conservative about using free health care

- can no longer Accept Refugees from countries who simply don't need it.
- fixed being able to withdraw while conducting League of Nations operations
- started to think Hearts of Iron is trying to be a nuisance
