Other Altmer are added to the mod (voice types MaleElfHaughty, MaleOldKindly and MaleOldGrumpy), but you probably need a silent voice mod to see the dialogues. I just can't remember anymore after all these years.
Keep in mind that these mods date from 2012 and 2013 and the latest update of Skyrim dates from 2015, so there might be compatibility issues. I would suggest everybody using these mods to change to my other mod "Courting & Marriage", which includes all NPCs with the correct voice type, including NPCs from all DLCs and added third party mods.
It adds certain NPCs to the marriageable faction, but does NOT alter the Marriage quest dialogue necessary to allow you to actually marry them. (Their voice types would need to be added to dialogue, with lines spliced in.) The "Marry" quest dialogue only becomes available if a) the NPC is in the potential marriage faction AND b) they're of a suitable voice type for which Marriage dialogue actually exists. Even when the NPCs are added to faction A, they are still the wrong voice type; there is no marriage dialogue available for the MaleElfHaughty voice, and I don't think this mod adds that. (Correct me if I'm wrong but I couldn't find any changes to these quests--RelationshipMarriage, RelationshipMarriageWedding, etc--in the CK and can't find any added quests that might replace them.)
I'd have a closer look at what the mod does to see if I'm missing something, but Steam's method of downloading means I can't see what's being installed.
