Tech Tooltip Return

As of Starbound 1.3, the tech tooltip was removed. Various custom items in specific Starbound servers had used this tech tooltip. But since the tech tooltip got removed, anyone who mouses over these custom items will experience a crash to the title screen.

This mod prevent crashes from happening when you mouseover an item that uses the tech tooltip by simply readding the tech tooltip. Also adds a very clear message to anyone who makes custom items in the future that this is a tooltip that doesn't exist anymore, and anyone who is on vanilla will not be able to see said tooltip.
