The best way to get the "Piece by Piece" achievement is to encounter the Argus in Act 1, Mission 2 and destroy the Arms, the Head, the Back and then the Legs, and follow it up with a blast to the Argus core.
If you're successful...
Boomf. The achievement should now unlock.

Same story as the user below, I killed a romanov with a disc gun and pop, got the achievement

i tried getting this achievement for so long then i played through the game again and it just unlocked randomly after killing a romanov but i didnt do what the achievement says, end my life
