It discourages using a variety of weapons, and it encourages carrying weapons and not using them. It just makes no sense. It could have been a simple kill-count based system, it could have been xp gained for defeating enemies with that weapons strength. (close range, head-shot, multikill, etc) I just can't imagine a worse leveling system than what they chose, and it's not vestigial, either! The upgrades are huge increases in effectiveness. So strange.
